Toxicroak is my personal favorite Pokemon, but that doesn’t make it especially good. It has underwhelming stats with 85 speed putting it in an awkward speed tier, and 106 attack not making it too powerful of an offensive threat. Despite that, Toxicroak has an incredibly deep move pool full of strong supportive and offensive options alongside a very good ability in Dry Skin. Some of the highlights include Fake Out, Sucker Punch, and Taunt. Toxicroak gets tons more though including Swords Dance, Super Fang, Baton Pass, Encore, Icy Wind, Helping Hand, and Coaching. Toxicroak has many coverage and utility attacks including Brick Break, Knock Off, Drain Punch, Throat Chop, Bullet Punch, and elemental punches. You could do a lot worse for a Fake Out Pokemon, and I doubt Toxicroak will fall much further than the 4th or 5th round.
