Luxray is a super cool pokemon but from a competitive angle it's just somewhat lacking. It has a great ability in Intimidate as well as access to Guts to boost its powerful 120 attack stat. Where it falls short is in movepool, bulk, and speed. At 70 speed, Luxray is slow but not slow enough for Trick Room in most cases. Its 80 hp & 79 def/spdef stats don't give it enough bulk to be difficult to remove. It is stuck using its high attack stat to use Supercell Slam or Thunder Fang for its only physical STAB options. Its support move pool is largely uninspiring and its poor bulk and speed make it hard to use anyhow. Unlike previous generations, the pool of Electric types isn't nearly thin so it's not in a unique position there either. Overall it isn't useless, most gen 4 pokemon aren't, but it will be a niche pick I wouldn't expect to bring every week.
